Hi i experience migrate windows server to another machine, migrate step by step, first we can joined in the existing forest for new machine as backup domain controller, make sure all feature like GPO, domain controller, File share, DNS, ADFS already sync, and then make new machine as active and take out old machine, I have completed similar project before.
