Okay as you wish i get the specifications just few questions which platform do you need the Django webapp to run on ? and how pretty you want the frontend to be, i will be upfront that i am a backend developer and not web designer and i can make the front end pretty enough with bootstrap but not that pretty. contact me if interested.

For reading QR code we have a direct library in python. A database must be sql so we can easily insert or modify data. For image uploading, we need to have a cloud storage.
