CSS & Smarty Template Design

Must know SMARTY TEMPLATES!!!! I need a new design intergrated into smarty TPL files and CSS. I have all the images but need them worked into template. I have uploaded all the TPL files and CSS file so you can see what wil be needed to be worked on. I will also send my site and how I want my site to look to any interested bidders. !!!!!!!!!!!!!!!READ THIS!!!!!!!!!!!!!!!!! You will not have access to my cpanel nor ftp to my hosting. I dont want to hear any excuses on why you cant do the job with out access. I know 26 other site owners who have had the templates recoded with out any access. So if you can not do the job dont waste my time, I WILL LEAVE NEGATIVE FEEDBACK if you say can do the job and waste my time. This is the second time I have had to post this job because people think because they can turn on a computer they are web designers. HERE ARE ALL THE TEMPLATE FILES AND CSS THAT WILL BE RECODED
