property website rebuild

we are looking for a vendor to help us rebuild our property websites. This process will take a few iterations, for the current(1st) iteration, we will have front end: 1. ads posting, 2. ads listing, 3 viewing ads, 4 payment (paypal), 5. user profile, 6, ads management. backend: 1. user management, ads management, payment/transaction management what we provide: we will provide a set of mockup, database structure, clear requirements, system framework we are looking for a vendor to build 1. one set of front end html with non-business javascript (based on the mockup). total is about 5-8 pages. (backend is not required) 2. we also need 1-2 experienced developers who have hand-on experiences in Ruby On Rail to develop the project together with our system architect 3. this project will have at least 5 iterations and only consider long-term and full time team 4. proven record is required.
