I am very experienced in linear programming. From what I understand from your description you want constraints that minimize the maximum amount of tasks a y variable gets. This is pretty straightforward to do. This means for example instead of one y variable getting 0 and the other getting 10 assignments each y will get 5 assignments.

Hi, your problem seems easy and interesting. There are several approaches to make the distribution of assignments more even. For example, we could define a corresponding fuzzy problem, penalize too high (or too low) assignments, or add another objective. I have a Ph.D. degree related to the optimization of energy systems and a lot of scientific and practical experience with linear programming, mixed integer linear programming, metaheuristics, and hybrid optimization. In my experience, the mathematical formulation of a problem is the hardest part of solving it. I'm versatile with Python, NumPy, SciPy (including linear programming), Pandas, scikit-learn, cvxopt, GLPK, Excel Solver, and especially Gurobi Optimizer. I've several optimization packages of my own written in Python and C#.
