If you using external smtp server for outgoing email messages and external email server have limitation per hour. 3. Exist limit for local customer inside cpanel settings. 4. Do not need to change exim cfg please. Exim cfg is correct.

Hi Francisco, Most probably there are some malware infected domains on your server (possibly wordpress/magento ones) that are sending thousands of spams to outgoing email servers and then your IP is blocked/your email server is blaclisted. Hence your server is trying to send emails over and over again since connections from your server is rejected. I can investigate the server, troubleshoot the problem and fix the issue. I can also clean any malware infected domain on server and can deploy additional security measures so it wont happen again. I think the simplest solution is if it's a spam remove the the compromised code or disable the domain. otherwise remove the email previlidges for that specific user and assign to that domain.

The common issue is one of your websites in server sends spam (maybe because of malware) and your queue will be frozen. The first step will be checking your mail queue, investigate which website and file send emails so much then solve the reason for the problem.
