I need a program that communicates with a website (Twitch) via HTTP msg, and keeps a connections live with it. Essentially the program will simulate a number of live views to an ongoing live video stream. This is just a personal project, no commercialisation intended.

I am profession C# Asp.net Web developer with more than 10 years of experience in making robot to browse websites. If you just want a robot to browse a website to show some live view then this is easy and can be done with 200 EUR. please consider if you run the program on one machine then IP is one and you have one virtual viewer at the site not couple of them if you want couple of them then you need to have couple of IPs. And you have also to indicate what application do you want a windows app with UI to change the web address ? a console application ? these are different things.
