Make Twilio cloud server triggered by web Form, call number, play message, listen for response.

Hello, I am looking to make a Form that can trigger a twilio flow API that will perform some basic functions. With the Form 2) user can record a message and provide a phone number to the twilio cloud server. 3) twilio server will call the number, play a intro message, then play the App User's custom message. Call receiver must press 1 or else the script will call again in 2 minutes and repeat infinite times until the receiver press 1. 3) Another function: User can record a question, Cloud server will call and play the question, and receiver can press 2, answer question with recording, and hang up. 4) the recorded answer or any input from Call receiver will be sent back to the App User for example by email. Example: Steve is staying at a hotel with a valet service for his car. Steve puts the valet phone number in the app. When it is time for Steve to notify valet to retrieve his car, he records a message: "Please get the Red Toyota ticket number 4-3-8-1." The Cloud Server calls the Valet number, and plays "Hello, please confirm the following recorded message 'Please get the Red Toyota ticket number 4-3-8-1,' Press 1 to Confirm or 2 to Play a recorded response." Example 2: Steve wants to call a restaurant to ask if they are serving his favorite lobster dish. Steve puts the restaurant's phone number in the App and records the following message: "Hello, I want to know if you are serving Lobster with red sauce tonight or if you are out of stock." The cloud server calls the restaurant and plays the following message "Hello, please answer the following question 'Hello, I want to know if you are serving Lobster with red sauce tonight or if you are out of stock.' Press 2 to record your response." The restaurant receptionist says "Hello, Yes, we have lobster in stock, you are welcome to come" Then receptionist Press 2. Steve gets notification in his App inbox with the recorded response from the restaurant. **The form should be able to Record/Play custom messages, Record/Play custom introductory message, and have many similar functions to make this a tool for myself. Feel free to give me your input. The actual form function could be as simple as sending an email with attached files from recorded User input. The real functions are the phone cloud server. I would need code, basic instructions and explanation of code so I can customize and expand on it.
