CREATE A NFC APPLICATION TRANSFER PHOTO FROM MOBILE DEVICE TO TABLET

Dear freelancers, I am searching for a NFC programmer. Description app: I want to be able to transfer a photo from any NFC mobile device (except Iphone obviously) to my windows operated machine. My machine does have Bluetooth and WiFi. The machine is used in a stand alone environment and must accept all JPG / png files from different users phones. In Samsung (o.a.) phones it is possible to transfer a photo via a NFC tag with the use of Bluetooth. I want users to be able to transfer their selected photo (one at the time) to my Windows operated machine. Maybe we have to use a NCF reader for this purpose, but I rather use only a NCF tag which I place next to my machine. I def do NOT want the user to download an special app on their device. The photo will be saved in a designated folder in our machine. Our machine is running Windows 8 and Windows 10. If you have any questions, please feel free to contact me.
