Convert nested numbered list notes ( doc/ Pages file) to Anki flashcards

I have word documents which have Nested lists with my notes( Numbered to begin with and some Numbered items have bulleted points within). I want to convert each numbered item with everything including bulleted list into a flash card deck. Can be done by converting eveything into a csv with "tab" as delimitter to import into a software which takes only csv files. Can't use commas for csv because there are commas in my notes
