develop a site that sells online advertising space

We would like to develop a site similar to [login to view URL] The additional features should be the ability for a user to submit their logo online and choose the place where they would like it placed. The web application should be able to determine the correct placement for the logo and if it needs to be scaled down it should be done automatically. The system will then calculate a price based on a predefined formula. The user should then be able to check out via credit card/ paypal. The site owner should then receive an eemail containing the logo and the destination url for the link. There should be two links within this email, one we can click to approve the ad and one we can click to decline the advert. See the attached doc for more info.
