Setup Hover Color for Wordpress Theme Sidebar

This should be a simple task for someone that has experience. I have a Wordpress website that I need someone to add the option on my theme that shows a hover color when hovering over the page names on the navigation. Issue#1 Setup hover color to be this color which is Tiffany Blue.. #58FAF4 Make the hover glow in that color when hovered over. If possible BOLD the page that has been selected in a Tiffany blue color Issue#2 Randomly when clicking on the page link they turn a BOLD red color... We need to fix this issue. See the attachment.. Please see the attached word-doc for website and password. If possible I would like to see if someone can get started on this right away.
