Web to Print web application - PHP/JS

Hello. I am looking to develop a Web-to-print web app where the process is this: 1. The user is presented with a terms and login screen before hand. In step 1, The user uploads a file (PDF) or can covert from DOC, DOCX, TXT, RTF into a PDF before proceeding, or the doc is simply converted before emailing. But it must be received as a PDF. 2. The web app identifies the amount of pages (page count) and page size 3. The user can then specify the job options: Paper, Color of paper, Finishing options via checkboxes (such as staple, lamination, binding, type of binding, type of cover, perforation, black and white or color, etc. Each option will have its own price. 4. The user then adds comments, and additional instructions 5. The user sees the final price and proceeds to pay with Paypal or pays with a purchase order if authorized to. 6. The job gets assigned a unique tracking number. It is then sent via email with instructions to the admin (s) and gets added to a database for future reference. The user is sent a status email as well (HTML). The document is sent as a PDF ready for printing. 7. Each job then has a status where the user can see one of three status messages: received, in production, and ready for pickup. There should be an admin portion when the admin can specify the type of client (normal or credit) and specify a credit line for each credit-type user. The user must have an account on the site in order to submit an order. The app must be written in PHP/JS not flash. This a project with ongoing development in the future, and this is simply version 1.0. PLease keep in mind when bidding. The code must be duly annotated so I can undertand it later. Please keep in mind a 10% overage in work as new features may be implied but not explicitly written here. Thanks in advance!!
