Automated Label Design Creation

I need an application that will allow me to take unique spreadsheet entries and convert the data into a customized label. Each label height and each label width is specific to that data set (This is because the label will be wrapped around various sized circular mounts. As such, circumference of the circle is used as label width. Typical label dimensions will be approximately 2.5 inches wide by .5 inches tall). The spreadsheet generates an "inch value from zero" in which the zero begins on the far right of the label for yard mark increments. The label will have yard mark increments that are not equally spaced (i.e. 100 yards to 200 yards is 0.7 inches from zero, while 200 to 300 yards is 1.2 inches from zero, etc.). The yard mark increments will typically (depending on the specific data) have up to three layers. In order to distinguish between layers within the label, differing sizes and colors are used for each specific layer. Lastly, text needs to be included in the top of the label that corresponds to the given input variables by the customer. A PDF is attached that shows an example of the desired output.
