Drupal Theme from Fireworks PNG File w/ Flash Image Rotation

I need to create a Drupal theme from a Fireworks PNG file. A JPG showing the layout is attached. A few thoughts about the attachment 1. The image with buildings will be a Flash animation that will rotate among 4-5 images. You will be provided with all of the images necessary to create the animation. 2. The menu bar will need to be derived from Durpal's Primary Links and needs to have a pull down menu for sub-menu items. 3. The Navigation/Directory boxes in the left side bar is a sample of the formatting we want to use for blocks in the left side bar. 4. Blocks appearing the right side bar should appear without any formatting beyond the text formatting this used in the rest of the theme. 5. The footer regions should include a reproduction of the Primary links (without the submenus) as well as room for block content that is formatted the same as the second use of the primary links.
