Cartoonize A Photo Of A User, Flash/Java/PHP?

I would like to build a website where a user can cartoon themself photo of themself. I have the web design skills to build a website but not the skills to make the main feature of the site! I do not really know what the application should be coded in, I am guessing that the easiest option would be flash? The application should work via a photo from a URL, E.g. I can call to the script using [login to view URL] or [login to view URL] or [login to view URL]://[login to view URL] The user/visitor will then have the option to move the image about into focus so the script can do its magic. The script will probably require for the user's face to be in perfect position so I require for the user to be able to resize the image and move it around through the application that you will build for me. Once the new photo of the cartoon version of the user has been finished I require for the user to now see a photo of themself cartoonized time BUT with a watermark image. This watermark image will be a URL to an image on my site so that I can easily change it without having the need to contact you back to get more work done. At this point the image will be saved to a secret folder on my server and somehow will call to my PHP code with the image location. At which point I can then prompt the user to download an un-watermarked image. This work should be good. The whole process must be very easy to the user, run very smoothly, generate the new image quickly and NOT be buggy at all. The cartoon of themself I do not want to look like some avatar, I want it to look like the artists in real life draw. If you can do this work to 100% of my specifications please bid on this project.
