ACE Php/Sql guy for continuing projects

This project is essentially a paid test. I'm looking for a longer-term top-shelf php/sql guy (or gal). Only coders rate 9.5 will be considered on 5 tasks or more. Only people looking for continuing PT to FT work will be considered. Task: Modifications of off-the-shelf code. Any code is ok provided it's robust. Open source is ok, I don't care if the mods we make are made public although obviously our code is very very sensitive. 1. install webmail behind a login and modify the off-the-shelf code so it allows seperate mailboxes with varying permissions: email private to just that login account fax viewable by that Loan Officer and their assistants assistant accounts have their own private email <[login to view URL]> is essentially a pipeline / intranet tool for the mortgage industry. 2. Install a Blog for posting company news that is searchable, archived. There is one company owner per company group, and multiple managers possible; either of these two types of logins are allowed to post / edit. All others are read only. A shortened main-page headline must be installed on [login to view URL] that's clickable to the full story / news. 3. Install a BBS system that has permissions-based options: a. a Global section that's viewable globally within [login to view URL] b. a Company section that's viewable only with that company c. a Lender section that has modified headers to include 6 variables (LTV, Doctype, State, Loan Amount, Credit Score, Purpose) and is searchable based on those 6 variables; this is viewable by all account types.
