Flash roulette game(repost)

We have a SMS platform, where we do several campaigns by using the Premium SMS Service. The project that we want to launch is a SMS Roullete system. Here is a description on how it will work. 1. An user will SMS a number to a shortcode that we provide. 2. This number is the number that the user is betting on the roulette. 3. Every x amount of minutes there will be a drawing, so the user is betting for the coming drawing. The whole SMS part is already done by us. We just need a flash based roulette that would spin, let's say every 15 minutes. Here is what we need exactly: A Flash based roulette that would spin every x amount of minutes. The flash will get the time from us when it loads on the page. So the user can see the time and the amount of minutes that is left before the next spinning. After spinning and getting a random number, the software needs to use a really good random number generator. After the number has been selected, the flash program will need to post this result to our server by using HTTP POST. We will provide you with the link where the Flash will need to post this result.
