VirtueMart order total based shipping modules

In virtuemart there is a shipping module which will let you make a table of ordertotal brackets and set a shipping cost for each bracket. However there can only be one table. Like for standard shipping. We need four different tables, one for standard shipping, one for US 2 day shipping and one for International shipping. Based on the shipping address - if the shipping address is in the USA the two first should be presented during check out. If the shipping address is outside the USA only the international shipping options should be shown. If the order total results in free shipping it should say Enjoy Free Shipping on the check out page instead of $0.00 Standard shipping rates should be shown before express shipping rates.
