Election System - Work Per Hour

Hi, I need an election system with the following specifications: - System interfaces need to be in Arabic or dual (Arabic and English) - Dates are in Hejra Calendar (Umm-Alqura). (Date picker is preferred) - The system needs to a web application Dotnet /MVC technology - Database needs to be MS SQL. - Interfaces need to be responsive web design including any PSD design if needed. - Deliverable include: Source code, database scripts and design documents (can be in English) - GUI interface need to be standard and consistence. - A help button need to be included in each page to describe how to use this page. SMS messages should be sent from SMS service provider (currently [login to view URL] using their sending libraries which are provided on their site). - Code needs to be well organized and commented clearly - System is according to the specifications described in the doc: Election System Design Application [login to view URL] which included in the project description at [login to view URL] and the Q&A supplementary doc.
