Build a Android Emulator to install android Apps on PC

Looking for an Android Emulator to be built the product should allow the user to install APK android apps on the pc and come preinstalled with a number of apps which can be controlled by a backend. The windows based software will be installed by normal end users who have download it, the user interface requires being very simple and easy to understand.
