Hi I am an android developer and having 3 years of experience in this domain. I have read your requirement and guessed you want something like: 1. There will a user registration and login section. 2. User will login to the app and can request for bus ticket renew to his/her pass id. 3. There will be paypal payment by the user via app. 4. There will be an admin section from where admin can manage user image. 5. User can use his profile as a pass when traveling in the bus. Your budget range is very low.
