Skilled android developer to create a simple autodialing application

This application will be used internally by my Company. there will need to be a login screen. where a user can enter their username or password. whether they log in as an administrator or as a normal user determines which interface of the application they will be taken to. there will only be one administrator account. the username for the administrator will simply be administrator. the password will be set once the application is developed and I will provide you with that once you've been designated to create this project. there will also need to be a way for the administrator to change the password once they are logged in if they choose to. the interface that the administrator sees upon log in is simple. there will be a form for the administrator to create new user accounts. when the administrator creates the user accounts they just type in a username and a password for the new user and that creates an account that allows that created user to log in. once the accounts are created, there will be a list of all of the user accounts created, listed in alphabetical order, and there will need to be the option for the administrator to click on any of the users and be able to delete the account so that the account may not longer have access to the app if necessary. the second part of the interface will be a csv file uploader. there will need to be a button for the administrator to upload a csv file that contains contact information. the csv file will contain the following parameters: first name, last name, phone number, email, address, city, state, zip code. whenever a csv file is uploaded it creates contact information in a contact database stored within the application. the contact database will be used by the application to make automated calls. when a csv file is uploaded, the app needs to check the new csv file against existing contacts in the contact database and omit duplicate contacts, so that only new contact information is added. this will allow me to use updated csv files that may have duplicate information as previous csv files used but it will only add the new contact information to the contact database and will omit duplicate information. another part of the administrator interface will be a notification input space. basically the administrator will be able to type in a notification that will be displayed to all users as a banner at the top of the user interface in the app. The last part of the interface is the part that records sales made. whenever a user makes a sale the customer's information will show up here, along with the name of the user that made the sale. that concludes the administrator interface. the interface for all other users is as follows: there will be a button that says start calls. when this is pushed it initiates a call to one of the contacts in the contact database. the way that the contact to be called is a matter of priority. the application chooses the first contact on the list and for each subsequent call just chooses the next contact on the list after that. once a contact is called, it places that contact at the end of the list and puts that contact at the lowest priority. this priority system is to be maintained collectively from all user interaction. so if one user dials the first contact on the list, and the second user dials the second number, the first user (assuming there were two users) would then call the third user next. and the first contact called would go to lowest priority, then the second contact called would then go to the lowest priority, which would move the first contact one space up in priority, and of course the cycle of prioritizing contacts called would continue in this fashion as calls are made. when a contact in the database is called, the contact's information will show up so that the user can see it. there is a button to hang up the call so that it will automatically dial the next contact in the database to be called according to priority. there is also a pause button so the user can pause the calling process in case they need a break or whatever else they might need it for. there will need to be a button for sales made. when a sale is made a user clicks this. then they can enter the customer's information ( first and last name, billing address, billing zip code, email address, phone number, credit card number, credit card expiration date, and cvv) then they click submit sale. and the apps send this information to the administrator in the sales made section of the administrator's user interface. they way that the calling of the numbers in the contact database functions is simple. there's an interface in the app that was already described to control the calling. but the app would actually use the users phone number to make the call. so the service of the user's phone would be how the call is made. this application isn't too complicated and should be easy to make for someone who has experience in Android application building. especially if the developer utilizes Google Gemini or chatgpt4 to generate the code necessary for the application to be created.
