Joomla Component + Template - Property Swapping

My Client needs a property swapping component. We will design a template and it have to be implemented as well. Preferably now it will be in Joomla 1.6 Also the component needs to work exactly like in the description. Attached there are all the files needed. Please bid only if you are confident and capable of doing this component. I found some components online that maybe you can modify them to work like we need. The component have to be able to let the admin add fields and also searchable and matchable. Users will be allowed to register and upload pictures property description and most importnat a detailed form that indicates buying preferences and requests. No pictures or data will be uploaded unless approved by the Administartor/s who receives the photos and data by email and may or may not approve the upload or changes. Certainly the Administarors will not allow upload of data that would give away the details of the property such as name address email or telephone numbers. The Administarorts will ask for the right to visit the property and have the info ‘certified’ by the administartor visiting and the certification would be indicated on the site. Upon registation by users ALL focus is to be on buyer details so that property matching is facilitated. Certainly non computer literate persons will have the right to call our offices so that an appointed agent would visit the property and carry out the upload automatically. It is important that valid email or telehone numbers (mobile) are obtained so that the interest of the customer is noted by sending periodic reminders and unless the reminders are replied to the data may be removed by the Administartiors Web count visits need to be taken for users properties and photo visits. All photos on the sized will need to be resized automatically by the site. A user can choose to feature his property. This can be done and he will pay through paypal All fields need to by dynamic.
