Build a Website for Arktrolley APP

basically we need a website that is simple and friendly. it needs to have a search bar that utilizes our database for items that are scrapped from other websites (all the backend has been done which you will have help with) the first picture is what we got given by another person but as you will see doesnt meet our standards. basically it needs to be the same idea but in the style of this website here: [login to view URL] we have a budget of around 250-300ish but with some convincing we could go higher. we need this to be done quickly as possible. the clouds and water need to be moving and have smiley faces and the ocean should have moving fish that kind of look like money notes. the onl boats at the bottom need to look old and have an eel poking out now and again. the search bar should be somewhere in the middle and the results need to be displayed in a overlayed shadowbox. be a little bit creative with crabs and stuff walking in the water if you like too. the boats you see should be sinking into the ocean and fading away but our "Ark" boat should be fine and loaded with goodies. i know its a bit to ask but throw me some offers. you can see the actual page @ [login to view URL] thanks.
