Simple Electric Circuit schematic,stimulation, layout design

Hello, I need a guy who can do basic schematic,stimulation and layout design. You should also know how to do DRC & LVS. And theses circuits are very very basic (inverter, gate, flipflop). I will guide you with specification and it is important that you design everything according to my requirements. But my budget is not to high because theses are less complicated circuits then what you might have designed during your undergraduate studies. In response let me know your experience. What ever you design/stimulate should work in my computer also. So also let me know what software you will be using or let me know what ever you design will work on other software I use or not.
