Need database for Asset Management

Hi, I need a non proprietary database for a medium size hospital overseas for asset management of it's IT and hospital equipment. (Can not use access, excel, caspio, or other web based application. Must be able to download it to main server on our network with out internet access, since it can be spotty at times. I also need to be able to barcode and scan the equipment once it's in the database. We need to keep track of where the item is, when we purchased it, what kind of item it is, when it needs to be serviced and replaced. Needs to be easy and straightforward able to provide simple reports on assets.
