Build Automated Dialer Program

Looking for an individual who can write a program to do the following: Automated dialer that will call all the pagers in a company and send them a number to dial. For example, my company has a lot of pagers and I often want to send a group of them a number to call. I would like to have an application built that allows me to enter the start area code/prefix/suffix and the end area code/prefix/suffix and have it call them all via my modem and send them the number to call back. For example, call all pagers from (111) 123 1100 to (111) 123 1150 and tell them to call (111) 123 1200 - Preferred web based but Windows installed application is okay too. Programming language is not too important. - Needs to recognize modem hardware - Interface allows you to enter an area code, prefix and suffix of start and end targets. - Preferably it would both log and visually display progress.
