building a house

need some help with the walk thru process permit process for building an off grid house as in solar and water containers for holding water from rain or hauling. Sewer will be septic as in not connected to city. House will be a 25ftx25ft built on 1 row of cinder block(8in-h x 16in-l) the main help needed is in the permit process. House will be built in cibbola county new mexico checked the county they actually do not have a buildings code office or enforcement office. But apparently the state does in santa fe or albaquerqy called new mexico building industries.. consulting thru email or over the phone is all that is needed for communication
