I have a web design that I need done for a small mid-western town. They like the following sites:

I have also drawn up a wire frame of the site that emphasizes usability which will be provided to the winning bidder.
Its kind of a rush project. I would like to have it done by end of the day October 29th.
I will be doing all the xhtml, css, programming work. I would need the following designed (should all be photoshop or equivalent):
- the main "theme" of the website as a template for each page
- home page
- secondary pages (every other page but the home page)
- listings of files from our file manager
- announcement listings from our news & upcoming events module
You work should easily translate into standards based XHTML and CSS. A high degree of usability is required for this site. If you or your designers have never studied web usability, please don't bid on this project.
You should expect to communicate a lot about your design, provide mock-ups throughout the process, and adjust your design according to our feedback.
Please provide me with a portfolio relevant to this project when bidding. I would prefer 5-10 websites that are relevant than to be given a laundry list of stuff that I have to wade through.
If this is a smooth transaction, there is probably more work down the line for the right person.
