Mouseover with animated gif effects

I have a PSD file that I would like to convert to a banner (using html,tables & images - not flash). I would also like an animated gif to occur on mouse over of particular text. I would like the circles to start around the black dot and then carry out across the rest of Australia. As you can see from attached example jpg, the animated gifs occur when mouse over on Alice Springs or Tennant Creek text. I would expect the finished product to be delivered as an index file with an images directory.
