Name Match Program desktop application

We have some data that is needed to have some name match. Basically you have two tables. In table 1, you have some name. The name will be 1 Name 1 2 name 2 3 name 2 4 name 3 In table 1, in year 2002, you have Name 1 Name 2 Name 2 (more info) In year 2003, you have Name 3 Name 2 The program will try to match the name. The exactly rule will be defined in more detail. The rule is not very difficult The program will match the name and assign id to table 2. In finally result, we will need Table 2 2002 1 Name 1 2002 2 Name 2 2002 3 Name 2 (more info) 2003 3 name 3 2003 2 name 2 In the program can not automatically match the name, it will display the data on screen and let operator decides. The program will take about two days to finish. You can use .net, Delphi, visual basic.
