short video/animation for advertising app

I have an LED billboard I need to make a presentation for. The billboard is of the dimensions 80 high and 144 wide. I have a slideshow attached to give you some idea of the information i want to convey -for the animation, the images should appear static but elements of the animation should move. We are not allowed to show a full motion video on this billboard, and we are supposed to only show images for 8 seconds at a time. So to get around that, use a static image but have one element slide off the screen, then have the image stationary for 2 seconds or so, then have another element change like this. -for the slide show i can replicate the effect of your video by changing static images every 4 seconds. i will discuss the video with you in detail when I can.
