Apache play mp4 at link (quick 5 stars)

Have an mp4 on an Apache server and would simply like to have a link for it to play? Can this be in the html or images root? is there a special place like cgi-bin ? Special update in a "conf" file? Helping me get this working properly will be the delivery and goal. Please note there is hope we can mutually complete this task; we can leave each other nice comments and 5 stars for each? Please note project is due in (2) two hours as this projects deadline, as this is needed asap from the time we start.
