Windows 7 Configuration change program

Hi, We need a program writing that will change the Windows performance settings on bootup and overwrite anything specifically set in user profiles etc.. Execute it once and it writes itself into the software - either as a service or a kernel entry Changes to screen saver and optimise power performance settings (which will be supplied to successful developer) ideally read in from a config file so we can make changes if a new setting is required. No more than 10 system parameter changes by the program. The program will have a logo to display when it is running and possibly even remain minimised in the windows toolbar as a way to login and override the control panel performance settings. Ideally I would like the power performance program locking in the control panel so it can't be overwritten after bootup too if this is possible. >Control Panel\All Control Panel Items\Power Options
