What I understand from brief is that you already have a WCF services developed and you need a client application that communicate with WCF end point. If you would like to host your WCF services, you can do so in any .Net process, i.e., console, wpf applications preferably in windows services. However if you want to host on an IIS server, you can host in any web application and expose the end points.
