I need some help with linux (ubuntu) bash script and pandas commands to manipulate hte csv's

I'm looking for help with both some bash script to manipulate csv files and also pandas commands to manipulate the csv's. The first thing i'm trying to do is to make the latestWkid value of the dictionary in this pandas frame a seperate column.
