Write a PHP/Python script to do some changes to a MySQL database.

Download and install a trial copy of FileRun. Then create as many accounts as allowed by the trial and proceed to write a small script (Python or PHP) that connects to the MySQL database with parameters (IP, port, username, password, database name...) and deletes or better disables certain accounts, it's crucial not to delete the user home folder. The oldest accounts have to be deleted based on last login to have a minimum of 25% licenses free, these are 2 extra parameters for the script. Once in the admin panel of FileRun, it should detect the action as licenses being free. After it's complete, we will test it in our server to validate the script and set it up as a cron job on a daily basis.
