wifi Marketing management Portal

I am looking for some-one to help me create ad management ( tracking, posting etc) portal for wifi access. I use Mywifinetworks for splash pages and management of all the wifi accesses. On that I can display ads. I want to create a portal where clients can post them on their own and track them. What we do is that we provide wifi hotspot services to restaurants and other public areas. To maintain the access points I am trying out the [login to view URL] (MWN) (if you have alternative suggestions, I am open to it), It allows me to manage multiple access points and do ad management campaigns and what not. But what it doesn’t provide is a tool for my customers( advertisers) to post their own advertisement and also track them. This is where to work with freelancers on Upwork to create a sort of platform for it. What I want the platform to do is allow the advertisers to open an account, where they can post and track their ads, more over, it should be able to allow the advertisers to select which locations(access points) they wan their ads to be displayed in depending on the properties of the locations. Also preferably create allowed time for it, alsophraphs schedule it. The mechanics of how I imagined it could turn out be is as follows: The MWN allows me to put a dedicated html for the banners, videos, etc for the ads. I am wondering if there can be a way ads from the portal can be tunneled to that html link. If that can be done, i was thinking when the advisors post them they can be sort of put in a group to that and randomly chosen(within the parameters) among other ads. Also with the tracking, there be options to set limits on how many they want depending on their budget. And admin portals to mange the access-points.
