First is necessary to explain how a large-scale emergency exercise is organized. Here's what happens:1. exercise preparation:- few months earlier than the exercise some people will meet to decide what will be tested (goals), what to do and how will the players is expected to respond.- the necessary documents are compiled and join together in a package called manual;- some classes it would be necessary,- there will be nominated people who will introduce all sorts of wicks (injects), these people are called controllers;- there will be chosen people who will stay in key areas and will write what they see, these are called EVALUATORS.2. Conduct of exercise:- controllers place the injects (ex. I am calling 911, saying that is an exercise and my home is on fire);- players act as they supposed (fire fighting)- evaluators note what they see.3. Exercise evaluation:- Each evaluator summarizes the timing and action that he saw and some clear deficiencies;- A scribe gathers all these facts deficiencies in a report. This is the vision:Three connected web pages:1. players page (one password access) containing links to video (with preview), audio, documents. From this page is allowed access to next two;2. controllers page where injects are listed in chronological order along with their features. Access is by user customized to each controller (email based). This page should also have 3. evaluators page with four section:-          detail about evaluator (name, evaluation place);-          fact evaluated (time, action);-          deficiencies identified;-          Other [login to view URL] is by user customized to each controller (email based). Head evaluator also have required reporting options (ie extracting data). One that comes to mind is the list of actions seen as the sum of all entries evaluators. All three pages should have advertising areas too.
