Web based Line Wechat boardcasting system

1. I need a web based system (can be used on both pc and mac web browsers) that can broadcasting message to users using the following messengers apps : Line - Wechat [login to view URL] For each kind of messenger please kindly let me know the sent data limit per hour 2. The system should be able to store contacts and admins will need password to login in order using or browsing the system - Every entry of contact should include a name and phone number - Contacts can be sort by alphabetical order of name or phone number - Admins can manually add, edit, delete contacts - Contacts are able to import from and export to a .csv format file - Duplicated phone numbers will be automatically highlighted or detected - Custom tags can be created for better organize of contacts ( a contact can belongs to more than one tags) - Able to detect whether the phone number is using whatsapp, line, wechat or none and present in form of tag (after detection automatically add appropriate preset tags to contacts ”, “Line”, “Wechat” “None” ) - The messengers app detection can be run again upon need so that i can update the tags - Able to select contacts with multi tags and specific entries like this example “Custom Tag A > Custom Tag B > Whatsapp > entry no. 3,5,16,100-200 ( of course selecting entry no.100-200 is not ticking a hundred times) - Auto count how many contacts are selected - After selecting contacts admin can execute one of these following functions ( “Detect messenger apps” , “Send Whatsapp” , “Send Line” , “Send Wechat” ) the function can either execute immediately or a desire date and time - During function execution admin can know the progress and can pause or stop manually - After execution a report interface will show how many message are successfully sent and how many are not 3. Allow admins to register sender phone numbers to the system and activating the number to different messengers apps (if mobile devices are needed in activation please kindly tell me what to do) - After activating allow me to set the name, profile pic and status - Allow more than one sender phone number using the system at the same time, so that i can execute more than one function at the same time - The system should be able to send and receive text (supports English, Japanese, Korean, Traditional Chinese, Simplified Chinese....) , emoji, photo, video, sound clips, location, contacts - Able to broadcasting without any restriction but if there is a chance being block by the messenger apps, please avoid this I am not requesting exactly the same from this description, i just want to present what i want as detail as i could from a user’s view, we both don’t want wasting time on bargaining, right? So, if you digested the description and able to deliver what i want, it would be very great, or if you already got any templates or demo even can give me a better or another solution on doing this its always welcome! I am very serious to this project and do hope finding long-term partners here for others projects.
