Video Messenger App for Doctors / Patients

This can either be done from scratch, or using other modules to achieve the task. Details: Patient creates account / username / option to upload profile img. Clicks 'Ask Doctor A Question' and inserts the doctor's username and types in the question, along with their paypal info for payment to have the question answered. The screen finds the user / doctor from their username and displays their name / profile img (if uploaded). The doctor gets a notification (and can see all questions in their inbox) and can read the question. Then, the doctor (through the app) arms their phone video camera to record the answer by clicking on a button in the notification 'Record & Send Video Answer'. The answer is recorded and a link to view the video is sent to the patient. The doctors set how much $ they charge for each answer in their admin, along with the paypal address that payments will go to. Answers are limited to no longer than 5 minutes. The videos are stored and auto-deleted after x days (set in admin) to minimize excess storage, or you can use a video api. The admin will also set how much % the app makes for each video response (example: 10% of every video answer and paypal id is inserted in admin for these %s). Everything should be simple, clean, secure, and stable. There will be NO 'live' video chats, ONLY recorded messages.
