A freelancer or a company having team of professional that have immense experience and expertise of scrapping is required to program a script that would be hosted on a server recommended by the developer and provided by us. The script should automatically scrap the field require from the eCommerce website and store them on the server periodically. The programmer/s must use suitable techniques to avoid being black listed by the eCommerce website so different set of IP addresses must be used from the server which developer should advice us where to buy and provide and how much extra cost would we incur for server and IP addresses. We need few reports on the that developer can provide us report generator and we can select fields and customs range on the data in the field and pull the report from the data stored in the server in the excel and download for our internal use.

You don't need several IP address and servers to do this job. I can develop C# based software which will use common HTTP based protocol to extract data from eCommerce website. It is 100% safe and target website will never ever come to know that it is being scrapped as the request will come as HTTP request, hence no extra cost will incur in procuring many IP addresses and servers.
