Upgrading 1.5 to joomla 3 is in 2 phases, first it has to be migrated to 2.5 and test all functionality, then upgrade to joomla 3. I will need ftp and mysql logins to the site, I will download the site and do the work on localhost, when done, will upload to a subfolder so you can check, and when everything is ok, we switch with the live site. Hi I have been working with Joomla since the early days when it was even called Mambo and know the challenges you will phase migrating, I went through it myself from 1.5 to 2.5, from 2.5 to 3.6 from 1.5 to 3.6. My proposal will in two different proposals - I clone the website to my own hosting environment (UK), do the upgrade, testing and once you are happy, move the site back to your server.
