Develop a site similar to freelancer for entertainment industry in CI or Laravel

We need a site developed in either CI or Laravel framework. The site is a mix of Freelancer and BeHance for entertainment industry where employers can post projects and interested artist can apply. There will not be escrow but users will be able to buy listing package. Agency should have following expertise/experience : 1. Ready user registration module ( with social login also ) 2. Ready admin module/dashboard ( where admin can also create sub-admins ) 4. Indian payment gateway integration ( ccavenue etc ) 5. Configuration of CRONE bulk emails 6. Integration of email newsletter script 7. Bulk emails to all the users 8. Integration of any ready script for banner advertisements 9. Integration of SMS api for OTP and bulk sms to users. 10. Social integration expertise ( like sharing a profile on social networks ). The agency should have UI/UX expert and Testers. At first stage UI/UX will be finalised ( including wireframes and then responsive HTML ). Communication only through Skype and phone. Payment strictly through Freelancer or any freelancing site based on milestones. 20% of total payment will be released only after 45 days of launching and complete testing of the site. NO upfront fee. This is an ongoing project as this is only the first version. We will also need mobile app after this version.
