Crypto Recharge for merchant

I need a custom platform I do not need cms like wordpress, drupal, joomla etc but a real platform that allows me to create users who are enabled to offer a sales service. example: the shopkeeper who decides to offer this service will have to enter his account where he will find his wallet in euros that he can recharge by bank transfer so that customers can then buy crypto by deducting them from the merchant's wallet. Customer X goes to the shop owner who offers this service and asks to buy Y Euro in Bitcoin. the shopkeeper will make a photo of the client's identity card, he will write the quantity in euros using a numeric keypad specifying the cryptocurrency that the customer wants among those supported and will insert the customer e-mail on which the payment receipt will arrive and subsequently will scan the qr code of the client's portfolio. the service will automatically calculate the amount of crypto to be purchased, ie the amount chosen by the customer minus the taxes. The customer will have the opportunity to see the movement list where all transitions will be specified. For each transition must be specified the amount chosen by the customer, the total taxes and the percentage of taxes that will appear to the shopkeeper. The service must be able to communicate with the kraken and coinbase APIs. On kraken it will acquire the price and buy the cryptocurrency chosen by the client directly in euros. Instead, on coinbase he will have to send the amount of cryptocurrencies purchased to the client's portfolio. All this must be in double Italian and English, I will have the management of each user having the ability to select whether that particular user must take the photo of the identity document to the end customer or I can disable it. The administrator will be able to see all the transitions of each individual user, at every transition I will also be notified by email of successful transition, I will be able to personalize the payment receipt to be forwarded to the final clinete, I can insert a minimum purchase amount with a maximum amount of purchase, I can choose to apply my fees, the merchant customer fees and a third optional fee for a possible collaborator. The service will be a subscription with an entry fee and then there will be a second annual fee. Obviously the user will have the possibility to manage his own account from the recovery of the password to the modification of his credentials.
