We are a small digital advertising company. We'd like to be able to serve ads to our users based on their connection to the net and their location. So for example, if a user is located in Los Angeles and has a high-speed net connection, we can serve them a streaming video ad specific to LA natives without worry of a bad user experience because of a slow connection. So we'd like to create a sniffer code to be added to our ads that would detect what type of connection a user has and their IP address for location. That information will then be collected to a database. Just to be clear: We are NOT looking to collect any additional information (no personally identifiable information.) Our users need to opt into our service; they will not be served an ad if they have opted out of advertising.
