568111 Create custom plugin that will make comments to categories

My site is avelim.co.il. The site is on Hebrew wordpress 3.3.2, using the theme Weaver 2.2.6 with many customization done by programmers. Currently in wordpress , comments can appear, or be moderated. There is a check box in the discussions settings that states "An administrator must always approve the comment". You either check it or not. I want these changed. I want the comments not to be moderated by default. However. I want to be able to select that comments to certain category or categories should be moderated. The plugin should have the following option: Choose which categories comment should be moderated. For this, I need a custom plugin built. The freelancer should send me the plugin as a zip file which I will install on test site. When the plugin is working properly, I will install it on a live site. The work should be done in 24 hours after being awarded the project. Freelancer should allow 7 days for testing after he finishes his work, before getting paid. Freelancer applying for the job are advised to attach a screenshot of the requested posts filter by date admin area .
