I understand you need a PHP site transferred to a cloud server. I have been running my own website on a Linux server at various cloud vendors including AWS and OVH. If chosen I would ask for SSH access to the new server and either admin access to the old hosting or a file containing the site and any related database dumps. Then I would SSH into the server to verify that PHP and other software was installed. After confirming the server was ready I would then upload files and import data. I have cloud servers myself and also had hostgator hosting account so I can get you job done in 2 hour, If you have any control panel hosted in your cloud server then great otherwise if you have centos 5 installed on your cloud server then I will be able to get it done even if you have no control panels.
