Tomator Cart PayPal, Product Shipping Fee Modification

I am seeking people who knows tomatocart to modify code for my tomatocart. 1. Current tomato cart does not offer "Flat shipping, starting from free $0" on per product base, Need to add "flat" shipping as an option on per product base and admin can decide how much the flat shipping fee is per item, once a "flat shipping is available for one product customer will see flat economy shipping as an option on both product information page and checkout. If multiple products are purchased system will only calculate total product weight of "Product without flat shipping fee" and checkout with economy shipping fee in whole regularly, however a message need to pop up online "Some of the product purchased come with flat shipping and are excluded or separately add into your total shipping fee", if customer choose faster shipping method (Non Economy Shipping method) the weight of the products with flat shipping has to be calculated into total weight for checkout with the message pop online (Flat shipping do not apply because you are choosing a faster shipping method). 2. PayPal payment pro module (only) does not work properly, shipping fee is not passed to paypal when customer check out. Need to modify paypal payment pro (USA)module. 3. Need to have a separate message box (in tomatocart , called content). this message can be centralized controlled from admin panel. Admin can decide where to pop up this message by "manufacturer", "category" or "product" , meaning Admin can create as many message box as he wish and assign one of the box to one manufacturer, another box to one category...one box to one single product... etc. 4. USPS module has problem, it shower post card and first class mail flat and big envelope (USPS does not offer tracking number). Our product does not fit in these two kind of shipping methods.
